For much of the 1970’s, the private
residential care establishments were not mentioned in the Annual Reports of the
Department. However, following the
establishment of the Consultative Committee into Residential Child Care, there
once again was some (albeit limited) consideration of the status of children in
facilities not operated by the Department.
One of the more centralised models of residential care, which were
neither treatment nor educational institutions were Campus Homes. Campus Homes were defined as “those which
have a centralised administration and consist of a group of dwellings. For statistical purposes they are treated as
a single establishment.” Annual
